Appendix B
Chronology of Major Events
THE REPORT ON JEFFREY EPSTEIN AND RELATED MATTERS
APPENDIX B
Chronology of Major Events
This appendix compiles a timeline of documented events related to Jeffrey Epstein's activities, investigative milestones, institutional failures, and ongoing accountability efforts. Entries are sourced from court filings, flight logs, financial records, sworn testimony, contemporaneous news reports, and official government documents.
Unless otherwise stated, descriptions of intent, recruitment methods, or operational purpose reflect the convergence of sworn testimony, documentary records, and later investigative findings rather than admissions by the individuals involved.
This chronology is not a legal brief. It is a public-interest reconstruction. It represents ongoing investigative work and will be updated as new evidence emerges, as additional testimony is obtained, and as further litigation proceeds. It is a living document that is subject to revision.
---
January 20, 1953
– Jeffrey Edward Epstein is born in Coney Island, Brooklyn, New York.
---
1971–1974
– Jeffrey Epstein graduates from Lafayette High School and subsequently enrolls at Cooper Union, then transfers to NYU’s Courant Institute. He does not complete a degree at either institution.
---
September 1974
– Epstein begins teaching calculus and physics at the Dalton School, an elite private school on Manhattan’s Upper East Side. He is hired by Donald Barr, then the school’s headmaster and father of future Attorney General William Barr. Epstein is approximately 21 years old at the time and has no college degree.
---
1976–1977
– Epstein meets Alan “Ace” Greenberg, father of Dalton student Lynne Greenberg, and CEO of Bear Stearns. Epstein is hired as a junior assistant to a floor trader at Bear Stearns. He advances quickly, eventually working in the Private Client Services division handling clients with assets exceeding $1 billion.
---
1979–1980
– Epstein makes partner at Bear Stearns. During this period, he develops close relationships with high-net-worth clients and begins handling complex financial transactions involving offshore entities.
---
1981
– Epstein departs Bear Stearns. Accounts differ, but multiple sources confirm he left amid a dispute involving violations of company policy concerning disclosure to the SEC. Epstein begins styling himself as a financial consultant and “mathematical genius” who advises billionaires on tax structuring and offshore strategies.
– Epstein is introduced to Douglas Leese, a British arms dealer who brokered the UK's largest-ever arms sale to the Royal Saudi Air Force. According to Steven Hoffenberg, Leese quickly became Epstein's mentor on illicit arms smuggling and money laundering techniques. Leese trained him in covertly routing Chinese weapons (via Norinco) to Iran during the Iran-Iraq War using intermediaries like Adnan Khashoggi, establishing shell companies in tax havens to obscure transactions, and layering offshore accounts to clean commissions from major deals.
August 1981
– Epstein launches Intercontinental Assets Group, Inc. (IAG), a consulting firm based in Manhattan, NY. He publicly describes its purpose as recovering stolen funds on behalf of governments, wealthy individuals, and occasionally fraudsters, acting as a financial “bounty hunter."
– Adnan Khashoggi, a Saudi Arabian arms dealer, becomes a client of Epstein's Intercontinental Assets Group. Khashoggi was one of the world's most prominent arms brokers, having received over $106 million in commissions from Lockheed alone between 1970–1975, plus tens of millions more from Northrop, Raytheon, and European defense contractors. His role as a middleman in international arms deals positions him at the center of covert weapons transfers during this period.
---
1981–1982
– Epstein establishes J. Epstein & Co., a private wealth management firm that allegedly only serves clients with $1 billion or more in assets. The firm never registers with the SEC or any other federal regulator. No public client list is produced, but he is believed to have advised a small circle of ultra-high-net-worth individuals.
---
1982
– Epstein obtains a fraudulent Austrian passport listing the name "Marius Fortelni" with his photograph and Saudi Arabia listed as his place of residence. The passport contains travel stamps from France, Spain, the United Kingdom, and Saudi Arabia. The document is later discovered in Epstein's Manhattan safe during the 2019 federal raid.
---
1985–1986
– Epstein is introduced to Leslie H. Wexner, the founder and CEO of L Brands (then The Limited), and holding company for Victoria's Secret. Over the next several years, Epstein gains Wexner’s trust, eventually obtaining power of attorney over Wexner’s finances and access to his extensive real estate holdings, a relationship that significantly expands Epstein’s wealth and influence.
---
1986–1987
– Steven Hoffenberg hires Epstein at Towers Financial, a debt-collection firm that eventually becomes a massive Ponzi scheme defrauding investors of $460 million; Epstein handles offshore structuring and client-facing ops.
---
1987
– Epstein's Intercontinental Assets Group is reported to have cultivated a close partnership with the Bank of Credit and Commerce International (BCCI), a Luxembourg-based bank later exposed as a vehicle for international money laundering, arms trafficking, and covert intelligence operations. BCCI collapses in 1991 following revelations of massive fraud, drug cartel financing, and facilitation of covert arms sales connected to multiple intelligence agencies.
– While working with Adnan Khashoggi, Epstein describes his business to a journalist in detail, explaining his firm's work in "recovering stolen money" for clients including governments and wealthy individuals. The journalist later notes that Epstein's descriptions were so detailed about locating hidden funds, it seemed he "might be in the business of hiding as well as finding it."
– Donald Trump and Jeffrey Epstein develop a close social relationship. According to Jack O'Donnell, who served as president of the Atlantic City Trump Plaza Hotel and Casino from 1987 to 1990, Epstein was Trump's "best friend" during this period. O'Donnell states that Trump and Epstein "frequently" visited Trump Plaza together to attend special events, arriving together by helicopter from New York.
---
1988
– Trump and Epstein arrive at Trump Plaza Hotel and Casino in Atlantic City in the early morning hours with three women. New Jersey Casino Control Commission inspectors determine that the women are under 21 years old, which is below the legal gambling age in New Jersey. One of the women is identified by an inspector as the world's number three-ranked tennis player, aged 19. The Commission issues a warning to Trump but does not impose a fine.
---
1988-1989
– Douglas Leese introduces Epstein to Robert Maxwell, the British media mogul who controlled Mirror Group Newspapers, Macmillan Publishers, and an international publishing empire. Maxwell, a decorated WWII British intelligence officer, maintained extensive alleged connections to Israeli, Soviet, and British intelligence throughout his business career.
According to Ari Ben-Menashe, a former Israeli intelligence officer, Leese was operating within the same arms-dealing networks that included both Maxwell and Khashoggi. Ben-Menashe later claims he encountered Epstein at Robert Maxwell's offices during this period and Epstein and Ghislaine Maxwell were already working with Israeli intelligence, though these claims remain unverified by official sources.
– Khashoggi and Leese, who operate on opposite sides of various arms agreements, are both reportedly clients of Epstein's Intercontinental Assets Group during overlapping periods. The nature of Epstein's work for both parties remains opaque, but centers on financial consulting, offshore structuring, and the movement of funds connected to international transactions.
---
1990
January 1990
– Epstein is formally listed as a financial advisor to Les Wexner. Epstein begins gaining increasing control over Wexner’s personal finances, charitable foundations, and corporate holdings, including elements of The Limited, Inc.
Summer 1990
– Epstein purchases his first Palm Beach property at 358 El Brillo Way for $2.5 million. This six-bedroom residence, two miles north of Mar-A-Lago, would serve as the hub of Epstein’s Florida-based abuse network. Modifications to the residence include surveillance systems and room partitioning.
---
1991
February 1991
– Juan Alessi is hired as a maintenance worker at Epstein’s Palm Beach estate. He begins as a subcontractor, referred by Les Wexner, and soon transitions into the role of house manager, eventually bringing his wife on staff.
Spring / Summer 1991
– Ghislaine Maxwell meets Jeffrey Epstein at his Manhattan offices. The meeting occurs during a period of acute financial crisis for the Maxwell family. Robert Maxwell's media empire is collapsing under the weight of massive debts, pension fund fraud, and increasing scrutiny from creditors and regulators. Ghislaine, who had been living a lavish lifestyle funded by her father, faces an uncertain financial future.
– Epstein's relationship with the Wexner Foundation deepens. Internal records from L Brands later show Epstein was involved in advising on disbursements from the Wexner Foundation, which included grants to various educational and cultural institutions. No public explanation is given for Epstein’s advisory authority.
Summer 1991
– Les Wexner and Charles Bronfman co-found the Mega Group, a secretive group of approximately 20 wealthy businessmen focused on philanthropy and pro-Israel advocacy. The group's stated purpose is coordinating philanthropic efforts and strengthening ties between American Jewish communities and Israel. Membership requires a minimum net worth estimated in the hundreds of millions. Meetings are held at members' estates and are conducted under strict confidentiality agreements.
July 1991
– Les Wexner formally grants Epstein full power of attorney, enabling Epstein to manage Wexner’s finances, property, and legal affairs. Epstein is also installed on the board of trustees for The Wexner Foundation. This increases Epstein’s operational control without altering company structure.
July 5, 1991
– The Bank of Credit and Commerce International (BCCI) is shut down simultaneously by regulators in seven countries following an audit (the "Sandstorm Report") which revealed massive fraud, money laundering, and criminal operations spanning nearly two decades. It is the largest banking scandal in history, with losses exceeding $10 billion, affecting over one million depositors across 73 countries.
Fall 1991
– Ghislaine Maxwell begins appearing regularly at Epstein's properties and assumes an operational role in managing household staff and coordinating logistics. According to house manager Juan Alessi, Maxwell immediately "took over" upon her arrival, informing him that "she was going to be the lady of the house." From that point forward, Alessi communicates with Maxwell on a "daily basis" as she relays instructions from Epstein and manages the day-to-day operations of the Palm Beach estate. Maxwell's role extends beyond social companion, as she is Epstein's operational manager: controlling staff, coordinating travel, and enforcing strict protocols regarding discretion.
November 5, 1991
– Robert Maxwell, father of Ghislaine Maxwell, is found dead in the Atlantic Ocean near the Canary Islands after falling from his yacht, the Lady Ghislaine. This is shortly before the discovery of over £400 million stolen from his companies' pension funds, causing a financial collapse that left his family in ruin. The circumstances of his death remain disputed, with theories ranging from suicide to murder.
November 10, 1991
– Robert Maxwell is given a state funeral on the Mount of Olives in Jerusalem. Israeli Prime Minister Yitzhak Shamir, President Chaim Herzog, and at least six serving and former heads of Israeli intelligence attend. Former Mossad officials later confirm in published accounts that Maxwell had assisted Israeli intelligence operations for decades.
---
1992
Early 1992
– Ghislaine Maxwell and Jeffrey Epstein are photographed together at London's Heathrow Airport. The photographs mark one of the first public confirmations of their association.
May 1992
– Maxwell provides house manager Juan Alessi with a detailed 58-page household manual with explicit instructions for staff behavior. Key passages include: "Remember that you see nothing, hear nothing, say nothing except to answer a question directed at you" and "NEVER disclose Mr. Epstein or Ms. Maxwell's activities or whereabouts to anyone." Toward the end of Alessi's employment, Maxwell instructs him that "Jeffrey doesn't like when you look at his eyes. You should never look at his eyes. Just look at another part of the room and answer him."
October 1992
– Epstein and Donald Trump co-host an exclusive party at Mar-a-Lago attended by no other male guests except the two hosts. Multiple women flown in for the event were recruited by Epstein’s network. George Houraney organizes the event as part of a “Calendar Girl” competition for Trump.
November 1992
– Epstein purchases a Boeing 727‑200 (N908JE) from a corporate intermediary after its retirement from commercial service. Estimated purchase price is $5 million. Within months, the aircraft is refitted as a luxury VIP jet, later infamously nicknamed the “Lolita Express,” and enters service for Epstein’s domestic flights by early 1993.
– Epstein and Donald Trump co-host a party at Mar-a-Lago. NBC archival footage confirms the event involved a group of NFL cheerleaders flown in from out of state, and included suggestive dancing between Trump, Epstein, and the attendees. The footage later becomes public in 2019 during renewed investigations.
---
